Congress’s watchdog arm this week raised questions on how effectively the Pentagon and U.S. State Department are overseeing projects linked to multi-billion dollar Global Train and Equip program primarily intended to improve counterterrorism capabilities for U.S. partner nations like Jordan, Niger, and Afghanistan.
In an audit released on Wednesday, the Government Accountability Office (GAO) found that only eight (about 40 percent) of 21 Global Train and Equip projects undertaken in 2016 and 2017 at the cost of nearly $2 billion resulted in improved capabilities for aid recipient forces.
The GAO cited proposal design shortfalls, equipment suitability and procurement problems, partner nation failings, and staffing shortages as the reason for the project failures.
GAO reports:
DOD assessment reports for 2016 and 2017, which included baseline and post-implementation assessments of recipient units’ capabilities for 21 Global Train and Equip projects, indicated some progress in building partner capacity. For 8 of the 21 projects, the recipient units’ capability levels were assessed as having increased by at least one rating level after the project’s implementation.
Although the recipient units for the remaining 13 projects were assessed as showing no change in capability levels, the assessment reports for some of these projects described some positive project outcomes.
The 2006 bill first authorized the Global Train and Equip program. Since then, it has supplied, at the expense of the American taxpayer, training, weapons, and other supplies for local forces through hundreds of initiatives across the globe, the watchdog notes.
GAO’s recent audit covers the status of funding the Pentagon allocated for Global Train and Equip projects in fiscal years 2009 through 2017, estimated at $4.1 billion.
The watchdog determined that the Pentagon’s track record in assessing the effectiveness of Global Train and Equip is lackluster.
Of 262 Global Train and Equip projects carried out by the Pentagon between 2206 and 2015, the U.S. military only assessed a third for success, the GAO revealed, noting:
In 2012 through 2017, the Department of Defense (DOD) prepared assessment reports for 31 percent of the projects (82 of 262 projects) it had implemented in 2006 through 2015.1 These 82 projects account for 28 percent of the nearly $3 billion DOD allocated for the program in those fiscal years.
In 2017, an audit by the Pentagon’s inspector general also found problems with the Global Train and Equip program.

Sources tell The Daily Caller disgruntled FBI agents are too afraid of retaliation to speak out about the Bureau’s many troubles.
The sources say agents don’t trust Congress to protect them from the consequences of testifying and claim whistleblower protection laws are ineffective.
The FBI rarely punishes those who retaliate against whistleblowers, according to the agency itself.
Even as a new Rasmussen poll shows a majority of voters believe senior law enforcement officials broke the law to stop Donald Trump from beating Hillary Clinton in the 2016 election, rank-and-file FBI agents who want to testify against their superiors to Congress feel they can’t due to an ineffective whistleblower protection law.
These agents believe the sluggishness of the law exposes them to an inordinate risk of reprisal, so they have remained in hiding and afraid to speak the truth.

This story is based on interview transcripts with two FBI agents that one former White House official provided The Daily Caller. A third special agent also reached out to The Daily Caller to provide information about the current state of the Bureau
The former White House official who maintained direct contact with at least two agents told TheDC they are “hunkering down because they see good people being thrown to the dogs for speaking out and speaking out does nothing to solve the problems.” He believes that “Congress and DOJ are so weak and clueless and can’t be trusted to follow through.”
According to transcripts he shared with TheDC, one special agent said, “It’s a question of basic credibility — Congress, the executive, and oversight are not seen to have any gravitas or seriousness. The inmates have been running the asylum and they don’t respect, much less fear, their overseers. We know we’ll be hung out to dry.”
The agent added, “And don’t get me wrong, there are still a few good people scattered about, but main Justice and the bureaucrats are running the show, want to run out the clock on this administration, and keep the status quo.”
Another special agent, when asked about being subpoenaed, said, “This is a great opportunity for senior or [soon to be retiring] guys, not for someone like me. It’d be suicide. I hate to say it, but neither the judiciary nor the executive branch is wielding any kind of effective oversight right now, and the top managers know it.”
He continued, “You still have a ton of bad people in place. Unless that changes, and I haven’t seen any degree of seriousness on the part of ranking members nor staffers, I’m not meeting with anyone nor willing to be subpoenaed. I’m not coming forward until they get their act together. Right now, it’d be sacrificing a career for cheap political points.”
TheDC has learned that the bureau has already warned agents that the agency will come back viciously against all those “behind destroying their narrative, and will go after their families and friends, too.”
“I’ve worked hard to strengthen legal protections, especially for FBI employees. You have a right to cooperate with Congressional inquiries, just as you have a right to cooperate with the Inspector General. Anyone who tells you otherwise is lying.”
Sen. Grassley’s law does an appropriate job at protecting whistleblowers from unfair prosecution, but it is not prosecution that prevents agents from stepping forward—it is the possibility of going bankrupt from attorneys’ fees when defending themselves against retaliatory legal actions by their agency.
For example, an FBI agent who came forward as a government whistleblower in 2013 told TheDC he experienced “personal humiliation, stress-related illnesses, and a huge financial loss, requiring my wife (who had undergone two cancer surgeries) to go to work so we could make ends meet.”
However, despite the whistleblower protection law, it seems the agency’s retaliation will likely not be investigated as the process is, as one agent put it to TheDC over email, “slow by design and at the end of the process they will never be held accountable.”
That agent went on to say, “Even with the enactment of the new law, what is the deterrent for retaliation against Whistleblowers? The FBI executives will just stall, ignore, and run out the clock until the victim runs out of money for legal fees or else retires.”
He added, “That is why the new Whistleblowers want to be subpoenaed. They simply don’t have the resources to fight the inevitable retaliation that will ensue, regardless of the new law.”
According to a December 1, 2015 letter from then-FBI Assistant Director Stephen Kelly, less than 2 percent of FBI retaliation claims result in punishment for the retaliators or a remedy for the victims.
“They leave you penniless, unemployed, and unemployable. Those who work those issues in the government who are aware of the score recognize the roadkill they will become if they come forward,” one former Department of Defense official told TheDC.

Bee also took a swipe at Mrs. Trump during Wednesday’s episode in a segment about the so-called missing immigrant children who were reportedly lost while illegally crossing the border.
“Melanie lives in the White House and nobody can find her,” Bee said. “It’s okay, she’s totally being best under there,” Bee said as a photo appeared to show Mrs. Trump hiding under a bed.
A long-time businessman in Stockton, California, Lyle Burgess, pleaded no contest to a charge of statutory rape of a 5-year-old. His punishment: 90 days of house arrest and five years of information probation, KTXL-TV reported.
About The Sentence
To make matters even worse, the 79-year-old does not have to register as a sex offender.
“A 5-6-year-old little girl was molested. Normally the sentence is state prison and then when you’re released, you have to register as a sex offender,” family attorney Ken Meleyco said. “He’s obviously very wealthy and it’s just an example of how the wealthy people, time and time again, escape the penalty for what they did.”
“It is just appalling that somebody commits an offense like this and you have protections like 290 (failure to register as a sex offender) and Jessica’s Law and someone has the propensity to harm children and now nobody is warned,” Davenport told The Stockton Record.
According to Burgess’ attorney, Gregory Davenport, the family is doing this with an agenda in mind.
“I believe the allegations are motivated by greed,” Davenport told The Stockton Record. “They are using this instance to try to gain financially.”
About The Assault
The rape in question allegedly took place in 2016 when Burgess — a trusted family friend and someone who knew the dad for more than two decades — invited the family to his cabin in Calaveras County, The Sacramento Bee reported.
“They trusted this man, he was a family friend, and he took advantage of them,” Meleyco told KMOV-TV.
Meleyco says the now 7-year-old is not doing very well. “She’s showing all the symptoms of somebody who’s been molested. She’s in counseling, and she’s gonna be in counseling all her life.”
The Stockton Record details the parents’ testimony:
“I’m incredibly disgusted by his behavior and continuously disgusted by his lies,” she said before describing his sentence as “getting off so easy” and not registering as a sex offender.
“I want other kids to be protected by possible future abuse by this man,” she said.
The victim’s father, who has known Burgess for more than two decades, said: “I don’t have too many prized possessions in this world other than my family. (My daughter) will remember this the rest of her life. She sleeps on the floor outside our room.”
San Joaquin County Superior Court Judge Ron Northup told the parents that their testimony makes an impact but, because the please was negotiated, “courts are somewhat limited” in how they sentence a case.
The Calls For Investigation
Now, a petition has surfaced, urging investigators to look into why Burgess’ sentence was “so lenient.”
Lyle Burgess, a wealthy man who lives in Stockton, sexaully [sic] assaulted a five year old girl. He was sentenced by San Joaquin County Superior Court Judge Ron Northup to either 90 days in an alternative-work program or in-home detention plus five years of informal probation! He doesn’t even have to register as a sex offender! House arrest and probation?! How does this happen?
This child deserves justice! She deserves to know that people care enough to make sure this man can never hurt her or any other child again! She will have to deal with this for the rest of her life, and her abuser is basically getting a slap on the wrist.

Far-left political commentator, convicted intelligence leaker, and senate candidate Chelsea Manning threatened to commit suicide on Sunday, posting a suicide note and a picture of a rooftop ledge, before being reported to be safe.
“Im sorry – i tried – im sorry i let you all down – im not really cut out for this world – i tried adapting to this world out here but i failed you,” declared Manning in one Twitter post. “I couldn’t do this anymore – i can take people i dont know hating me but not my own friends – i tried and im sorry about my failure.”
Manning then posted a picture of a rooftop ledge, along with the caption, “im sorry.”
Although the tweets have been deleted, archives are available.

Twitter users immediately commented on the threat, attempting to stop Manning from taking further action.

In 2013, Private Bradley Manning was sentenced to 35 years in prison after he was convicted of leaking military documents to WikiLeaks.
Manning subsequently came out as transgender and underwent sex-change surgery and a name change following a hunger strike, before President Obama commuted her sentence in January 2017.
Manning, who has made a number of controversial political statements including support for the abolition of prisons, police, borders, and tradition, is currently running for U.S. Senate.
In January, Manning was attacked by the left after she was photographed meeting with conservatives and libertarians at Mike Cernovich’s “Night for Freedom” party in New York City.
Manning’s former allies quickly took to Twitter to call the commentator a “Nazi,” and accuse her of “cozying up to white supremacists,” prompting Manning to turn on those she met at the party, including friends, calling them white supremacists.
