Bit by Bit, Trump Methodically Undoing Obama Policies

WASHINGTON (AP) — Amid the turmoil over staff shake-ups, blocked travel bans and the Russia cloud hanging overhead, President Donald Trump is steadily plugging away at a major piece of his agenda: Undoing Obama.

From abortion to energy to climate change and personal investments, Trump is keeping his promises in methodically overturning regulations and policies adopted when Barack Obama was president.

It hasn’t all been smooth sailing.

Trump recently failed to fulfill his pledge to repeal and replace the Affordable Care Act, which continues to stand as Obama’s most recognizable domestic policy achievement. Trump and House Speaker Paul Ryan couldn’t persuade enough fellow Republicans to back new health care legislation last month. Ryan pulled the measure just before a scheduled House vote.

Trump has had better outcomes in other areas.

CLIMATE CHANGE

Trump signed an executive order last week to deliver on his pledge to unravel Obama’s efforts to curb global warming. The order launched a review of the Clean Power Plan, Obama’s chief effort to curb carbon emissions by restricting greenhouse gas emissions at coal-fired power plants. Trump also lifted a 14-month-old halt on new coal leases on federal lands. The Obama administration had imposed a three-year freeze on such leases in January of last year.

The executive order covers a range of other Obama-era rules, including requirements to factor the “social cost” of carbon emissions into all regulatory actions and to crack down on methane emissions at oil and gas wells. Business groups had complained to Trump, himself a businessman, that the rules were intrusive and expensive.

INTERNET PRIVACY

Trump is expected to sign a measure soon to block online privacy regulations the Federal Communications Commission issued during Obama’s final months in office. It’s a first step toward allowing internet providers to sell information about their customers’ browsing habits. The FCC rule was designed to give consumers more control over how companies like Comcast, AT&T and Verizon share information. Critics complained that the rule would have increased costs, stifled innovation and picked winners and losers among internet companies.

White House spokesman Sean Spicer says the rule represents the type of “federal overreach” that Trump pledged as a candidate to reverse.

ABORTION/FAMILY PLANNING

Trump is expected to sign legislation erasing another Obama rule, one that barred states from withholding federal family planning funds from Planned Parenthood affiliates and other clinics that provide abortions. The rule was finalized shortly before Obama left office in January.

The measure cleared the Senate last week with Vice President Mike Pence, who is also president of the Senate, casting the tie-breaking 51st vote in the 100-member chamber.

KEYSTONE XL OIL PIPELINE

Trump greenlighted the long-delayed project on March 24, reversing Obama’s decision less than 18 months earlier. After Trump invited TransCanada, the Canadian company building the $8 billion pipeline, to resubmit its application, the State Department approved the project, saying it would advance U.S. national interests. Obama had said the project would not.

Approval came nearly a decade after TransCanada applied to complete the 1,700-mile (2,735 kilometers) pipeline to carry oil from tar sands in Alberta, Canada, to refineries along the Texas Gulf Coast.

Trump says the project will reduce costs and reliance on foreign oil, and create thousands of jobs. Obama had said it would undercut U.S. credibility in international efforts to tackle climate change.

DAKOTA ACCESS PIPELINE

Under Obama, the Army Corps of Engineers had declined in December to allow pipeline construction under South Dakota’s Lake Oahe on grounds that alternate routes needed to be considered. Native American tribes had sued to block construction, arguing that the pipeline threatened their water supply and cultural sites.

The project has moved forward again under Trump, who acted shortly after taking office. In February, the Army Corps of Engineers abandoned further study and granted an easement that was needed to complete the pipeline. Energy Transfer Partners immediately began drilling under the lake.

FUEL EFFICIENCY STANDARDS

The Trump administration is re-examining federal requirements governing the fuel efficiency of cars and trucks. In 2012, the Obama administration set fuel economy regulations for model years 2017-2025 and agreed to complete a midterm evaluation by next year. Then, days before Obama left office, the Environmental Protection Agency decided to keep stringent requirements it had set in place for model years 2022-2025.

The auto industry balked. Trump announced in Michigan that he’s putting the midterm review back on track. His decision has no immediate effect but requires the EPA to determine no later than April 2018 whether the 2022-2025 standards are appropriate.

TRANS-PACIFIC PARTNERSHIP

Obama was his administration’s biggest cheerleader for the sweeping agreement involving the U.S. and 11 other Pacific Rim nations. But the Senate needed to ratify it, and bipartisan opposition basically doomed it before he left office.

As a candidate, Trump railed against this agreement and pledged to withdraw from it, saying he was a better negotiator and could strike better deals. Shortly after taking office, he directed the U.S. trade representative to withdraw and said he would pursue individual deals with the other countries.

ABORTION/MEXICO CITY POLICY

Trump reinstated a ban on providing federal money to international groups that perform abortions or provide information about them. Obama had lifted the ban when he took office in 2009.

Known as the “Mexico City Policy” or, by critics, as the “global gag rule,” the regulation has been a political volleyball, instituted by Republican administrations and rescinded by Democratic ones since 1984. Trump signed it one day after the 44th anniversary of the Supreme Court’s 1973 Roe vs. Wade decision that legalized abortion in the United States. The policy also prohibits taxpayer funding for groups that lobby to legalize abortion or promote it as a family planning method.

PERSONAL FINANCE

Trump has instructed the Department of Labor to delay an Obama-era rule that would require financial professionals who charge commissions to put their clients’ best interests first when advising them on retirement investments. The “fiduciary rule” was aimed at blocking consultants from steering clients toward investments with higher commissions and fees that can eat away at retirement savings. The rule was to take effect this month. The financial services industry argued that the rule would limit retirees’ investment choices by forcing asset managers to steer them to low-risk options.

Undoing the rule was part of a promised assault by Trump on banking rules enacted after the Great Recession. He has directed the Treasury secretary to review the 2010 Dodd-Frank financial oversight law, which he has said is a disaster. The law’s aim was to keep banks from repeating practices that many blamed for the financial meltdown.

On Fox News Channel’s “Sunday Morning Futures,” House Freedom Caucus Member Sen. Louie Gohmert (R-TX) urged President Donald Trump to work with the freedom caucus instead of establishment Republican leaders like House Speaker Paul Ryan and White House chief of staff Reince Priebus.

Gohmert explained how Trump and the Freedom Caucus came to agreement on two separate occasions during the Obamacare replacement negotiations, but establishment Republicans rejected them.

“The president’s administration will either succeed or fail over the next 30 days,” Gohmert stated. “He can work with people that got him there that defended him when others like Ryan and the establishment were running scared, or he can work with us to help him fulfill his promises.”

North Korean Defector Tells Lester Holt ‘World Should be Ready’

SEOUL, South Korea — A senior North Korean defector has told NBC News that the country’s “desperate” dictator is prepared to use nuclear weapons to strike the United States and its allies.

Thae Yong Ho is the most high profile North Korean defector in two decades, meaning he is able to give a rare insight into the secretive, authoritarian regime.

According to Thae, North Korean dictator Kim Jong Un is “desperate in maintaining his rule by relying on his [development of] nuclear weapons and ICBM.” He was using an acronym for intercontinental ballistic missiles — a long range rocket that in theory would be capable of hitting the U.S.

“Once he sees that there is any kind of sign of a tank or an imminent threat from America, then he would use his nuclear weapons with ICBM,” he added in an exclusive interview on Sunday.

Thae was living in London and serving as North Korea’s deputy ambassador to the United Kingdom when he and his family defected to South Korea and were announced to the world in August.

He was not directly involved in North Korea’s weapons program but believes his country “has reached a very significant level of nuclear development.”

North Korea is estimated to have upward of eight nuclear weapons but has not demonstrated the ability to attach them to a long-range rocket, an ICBM, capable of hitting the U.S.

Analysts are unsure exactly how close the regime is to achieving this aim, but a senior official told NBC News in January that his government was ready to test-fire an ICMB “at any time, at any place.”

Adm. Scott Swift, commander of the U.S. Pacific Fleet, told NBC News that American officials were particularly troubled by this latest threat.

“They have the nuclear capability — they’ve demonstrated that,” he said. “And then, where they’re going with the miniaturization of that, whether they can actually weaponize a missile, that’s what’s driving the current concern.”

Thae’s interview with NBC News comes against a backdrop of rising tensions surrounding North Korea, which has significantly increased its missile and nuclear tests under Kim’s rule.

President Donald Trump told the Financial Times newspaper on Monday that “something had to be done” about North Korea. This came after Defense Secretary James Mattis said the country “has got to be stopped” and Secretary of State Rex Tillerson said military action was “on the table.”

“It does feel more dangerous — I’ll give you three reasons,” according to Adm. James Stavridis, an NBC News analyst and dean of the Fletcher School of Law and Diplomacy at Tufts University in Massachusetts. “One is [Kim’s] own precarious situation in command of the nation. Number two is the instability in South Korea. We’ve just seen the South Korean president indicted, arrested, and incarcerated.”

“And, number three, a new and more aggressive American foreign policy coming from Washington,” he added.

Some analysts have warned that military action against the country might be very difficult and even disastrous. An invasion could risk a retaliatory strike against U.S. allies of Japan and South Korea, whose capital, Seoul, is just 50 miles from the border.

Nonetheless, Thae warned America and its allies to be prepared.

“If Kim Jong Un has nuclear weapons and ICBMs, he can do anything,” he said. “So, I think the world should be ready to deal with this kind of person.”

He added that “Kim Jong Un is a man who can do anything beyond the normal imagination” and that “the final and the real solution to the North Korean nuclear issue is to eliminate Kim Jong Un from the post.”

Kim came to power in 2012 and has defined his strongman premiership by the pursuit of a nuclear weapon that can hit the U.S. He has conducted more missile tests than in the rest of the country’s history combined, and three of North Korea’s five nuclear tests came under his watch.

According to Thae, Kim is obsessed with obtaining nukes because he saw what happened to Iraq’s Saddam Hussein and Libya’s Moammar Gadhafi, both of whom abandoned their countries’ weapons of mass destruction programs and then were overthrown by Western-backed forces.

Many analysts agree that Kim sees a nuclear weapon — and the retaliatory threat it poses — as an insurance policy against a similar strategy being pursued against him.

“That’s why Kim Jong Un strongly believes that only a nuclear weapon can guarantee his rule,” Thae said.

According to the former diplomat, the world should look to Kim’s past actions to see what he is capable of. The young leader has reportedly been responsible for purges and executions of top officials and even members of his own family.

Last month, according to U.S. and South Korean intelligence officials, he masterminded the assassination of his own half-brother, Kim Jong Nam, at an airport in Malaysia.

“Kim Jong Un is a person who did not even hesitate to kill his uncle and a few weeks ago, even his half-brother,” Thae said. “So, he is a man who can do anything to remove [anyone in] his way.”

Since his defection Thae has been making media appearances and giving talks denouncing North Korea’s controlling and often brutal society. For this reason he believes he could be the next victim.

“I am already a marked man,” he said. “Kim Jong Un wants to eliminate any person or any country which poses a threat to him. And I think I am really a great threat to him.”

Thae was the highest-ranking North Korean official to abandon the regime and enter public life in South Korea since the 1997 defection of Hwang Jang Yop, who was responsible for crafting “Juche” — North Korea’s state ideology, which blends elements of Marxism with ultra-nationalism.

He made the decision to switch sides, he said, after his two sons began asking questions about why North Korea did not allow the internet, why there was no proper legal system and why officials were executed without trial.

His sons also complained they were being mocked by their British friends.

“All of my family members were a little bit frightened, you know, on that day,” he said of the moment he decided to escape. “But I always told them that we have to try to be as peaceful as possible. We should carry the normal faces and normal feelings so that our plan of defection should not be noticed by anyone in the embassy.”

This came at a high price, however. He was able to escape with his wife and children — but he fears his brother and sister in North Korea have been punished for his actions.

“Our freedom here is achieved at the cost of the sacrifice of my family members left in North Korea,” he said. “When a defection of my level happens, the North Korean regime usually sends the family members of high officials, defectors, to remote areas or labor camps and, to some extent, even to political prison camps as well.”

This fate is not unique. More than 100,000 people are believed to have been detained in North Korea’s notorious gulags, where they are subjected to forced labor, torture and executions — treatment the United Nations said was “strikingly similar” to the atrocities of Nazi Germany.

Families are taken away by the country’s secret police for arbitrary crimes such as “gossiping” about the state.

This is all part of the dictatorship’s attempt to restrict information reaching North Korean families from the outside world. Most people cannot use the internet or access foreign media — Kim’s attempt to maintain the pretense that his country is prosperous and the Western world is failing.

In all, North Korea “remains one of the most repressive states in the world,” according to Human Rights Watch.

But according to Thae, the mask is slipping. More and more, North Koreans are able to watch South Korean films, giving them a true picture of their far more prosperous neighbor.

“I’m absolutely sure that once North Korean people are educated enough, then they may stand up,” according to the former ambassador. “North Korean population now knows well that South Korea is democratic, the society and economy here are very well.”

This, Thae said, “has already made the North Korean population not believe what the regime has been teaching and has been brainwashing them.”

He added: “I think this is really a great change in people’s mind, because they do not believe in the government’s propaganda system.”

Top Obama Adviser Sought Names of Trump Associates in Intel

White House lawyers last month learned that the former national security adviser Susan Rice requested the identities of U.S. persons in raw intelligence reports on dozens of occasions that connect to the Donald Trump transition and campaign, according to U.S. officials familiar with the matter.

The pattern of Rice’s requests was discovered in a National Security Council review of the government’s policy on “unmasking” the identities of individuals in the U.S. who are not targets of electronic eavesdropping, but whose communications are collected incidentally. Normally those names are redacted from summaries of monitored conversations and appear in reports as something like “U.S. Person One.”

The National Security Council’s senior director for intelligence, Ezra Cohen-Watnick, was conducting the review, according to two U.S. officials who spoke with Bloomberg View on the condition of anonymity because they were not authorized to discuss it publicly. In February Cohen-Watnick discovered Rice’s multiple requests to unmask U.S. persons in intelligence reports that related to Trump transition activities. He brought this to the attention of the White House General Counsel’s office, who reviewed more of Rice’s requests and instructed him to end his own research into the unmasking policy.

The intelligence reports were summaries of monitored conversations — primarily between foreign officials discussing the Trump transition, but also in some cases direct contact between members of the Trump team and monitored foreign officials. One U.S. official familiar with the reports said they contained valuable political information on the Trump transition such as whom the Trump team was meeting, the views of Trump associates on foreign policy matters and plans for the incoming administration.

Rice did not respond to an email seeking comment on Monday morning. Her role in requesting the identities of Trump transition officials adds an important element to the dueling investigations surrounding the Trump White House since the president’s inauguration.

Both the House and Senate intelligence committees are probing any ties between Trump associates and a Russian influence operation against Hillary Clinton during the election. The chairman of the House intelligence committee, Representative Devin Nunes, is also investigating how the Obama White House kept tabs on the Trump transition after the election through unmasking the names of Trump associates incidentally collected in government eavesdropping of foreign officials.

Rice herself has not spoken directly on the issue of unmasking. Last month when she was asked on the “PBS NewsHour” about reports that Trump transition officials, including Trump himself, were swept up in incidental intelligence collection, Rice said: “I know nothing about this,” adding, “I was surprised to see reports from Chairman Nunes on that account today.”

Rice’s requests to unmask the names of Trump transition officials does not vindicate Trump’s own tweets from March 4 in which he accused Obama of illegally tapping Trump Tower. There remains no evidence to support that claim.

But Rice’s multiple requests to learn the identities of Trump officials discussed in intelligence reports during the transition period does highlight a longstanding concern for civil liberties advocates about U.S. surveillance programs. The standard for senior officials to learn the names of U.S. persons incidentally collected is that it must have some foreign intelligence value, a standard that can apply to almost anything. This suggests Rice’s unmasking requests were likely within the law.

The news about Rice also sheds light on the strange behavior of Nunes in the last two weeks. It emerged last week that he traveled to the White House last month, the night before he made an explosive allegation about Trump transition officials caught up in incidental surveillance. At the time he said he needed to go to the White House because the reports were only on a database for the executive branch. It now appears that he needed to view computer systems within the National Security Council that would include the logs of Rice’s requests to unmask U.S. persons.

The ranking Democrat on the committee Nunes chairs, Representative Adam Schiff, viewed these reports on Friday. In comments to the press over the weekend he declined to discuss the contents of these reports, but also said it was highly unusual for the reports to be shown only to Nunes and not himself and other members of the committee.

Indeed, much about this is highly unusual: if not how the surveillance was collected, then certainly how and why it was disseminated.

Two attackers on the run as images emerge of first ‘terror suspect’ accused of planting a nail bomb which ripped through carriages on St Petersburg metro killing at least ten and injuring 50

Police are hunting two suspected terrorists accused of planting explosive devices in St Petersburg metro stations – one of which detonated in a train killing at least ten and injuring 50 today.

Several Russian media outlets have released the CCTV picture of the bearded suspect who was wearing a long, black top and a hat blamed for caused the carnage by detonating a bomb that was packed with shrapnel.

The terrifying incident took place on a train that was travelling between Sennaya Ploshchad and Sadovaya metro stations. A second explosive device disguised as a fire extinguisher was found and defused in a nearby station.

Nobody has claimed responsibility for the explosion, but previous attacks on Russia have been blamed on ISIS and Chechens.

A search warrant has now been issued for two people in connection with the attack – one for planting the bomb which detonated at Sennaya Ploshchad and the other for leaving an explosive device at Ploshchad Revolutsii station.

A source said: ‘Two people are being sought on suspicion of planning the blasts, one of whom is thought to have placed the explosive device in the metro wagon and the second person for leaving a bomb at the metro station Ploshchad Revolutsii.’

Dozens have been injured, including at least three children, as it was reported the man left a briefcase on a train before moving carriages moments before the deadly blast.

Bloodied passengers were left strewn across the platform in the Russian city as emergency services scrambled to save those wounded by the bomb and the resulting shards of glass and twisted metal.

Vladimir Putin is in his hometown of St Petersburg today for talks with the president of Belarus and confirmed ‘there are dead and injured’, offering his condolences to the families of those killed.

The Kremlin leader, who wanted to visit the scene in the aftermath of the attack but was held back by security services, said: ‘I have already spoken to the head of our special services, they are working to ascertain the cause of the blasts.

‘The causes are not clear, it’s too early. We will look at all possible causes, terrorism as well as common crime.’

Interfax news agency cited an unidentified source who says the suspect in Monday’s blast might have left the explosive device in a bag.

Russian online news outlet Fontanka published the grainy photo which shows a middle-aged man who entered Petrogradskaya station 20 minutes before the blast.

Interfax news agency earlier quoted a source as saying that surveillance cameras had captured photos of the blast suspect.

At this stage it is not clear whether or not the suspect was wearing the hat and gown as a disguise.

Kremlin spokesman Dmitry Peskov denied earlier speculation that President Putin was due to pass by the Sennaya Metro station around the time of the blast.

The explosion happened between the Sennaya Ploshchad station and Tekhnologichesky Institut at around 2.40pm local time, Russia’s National Anti-Terrorism Committee said.

A witnesses told Russia’s Life News: ‘People were bleeding, their hair burned. We were told to move to the exit, because the movement stopped. People just fled.

‘My girlfriend was in the next car that exploded. She said that he began to shake. When she came out, she saw that people were mutilated.’

A male eyewitness said: ‘It’s just like a war here. Every special service is here, the FSB, police, and multiple – really a lot of them – ambulances.

‘I don’t think I’ve ever seen to many paramedics in my life. Something completely horrible is happening here.’

Eight bodies were recovered from the carriage while two more were found on the platform or were in the tunnel.

Earlier reports indicated a backpack had been thrown onto the train and witnesses also suggested there had been multiple explosions, but officials confirmed just the one blast.

Russian security agencies did find an explosive device at a different metro station in central St Petersburg and made it safe, the National Anti-Terrorist Committee said in a statement.

The device was found at the Ploshchad Vosstaniya metro station, a different location from where a blast earlier took place.

Other witnesses also described a man leaving a briefcase on one carriage before moving to another just seconds before the huge explosion.

As reports of the suspected terror attack trickled through to the capital, Moscow heightened its security and local reports suggest three metro stations – Nagatinskaja, Savelovskaya and Ugrezhskaya (CIP) – were cordoned off due to suspicious packages.

The leader of the Kremlin is visiting the city today and is expected to hold talks with the Belarusian president later in the day.

Sennaya Ploshad is one of the Russian city’s main metro stations, where three underground lines connect.

It is beneath the large ‘Sennaya’ shopping centre as well as the offices of Gazprombank, Russia’s third largest bank.

The St Petersburg metro said in a statement carried by Russian news agencies that it has closed two stations, Technological Institute and Sennaya Ploshchad – two neighbouring stations on one line – and is evacuating all passengers.

‘Evacuation of passengers is ongoing, there are people injured,’ it said.

‘An unidentified object supposedly blew up in a (train) carriage.’

Following the reports, the Moscow metro also announced that it is ‘taking additional security measures’ as required by law in such situations, according to the network’s official Twitter account.

FBI Tried to Hire British Spy to Find Anything To Ruin Trump

Sen. Charles Grassley, chairman of the Senate Judiciary Committee, has sent a letter to FBI Director James Comey demanding the story behind the FBI’s reported plan to pay the author of a lurid and unsubstantiated dossier on candidate Donald Trump. In particular, Grassley appears to be zeroing in on the FBI’s deputy director, Andrew McCabe, indicating Senate investigators want to learn more about McCabe’s role in a key aspect of the Trump-Russia affair.

Grassley began his investigation after the Washington Post reported on February 28 that the FBI, “a few weeks before the election,” agreed to pay former British spy Christopher Steele to investigate Trump. Prior to that, supporters of the Hillary Clinton presidential campaign had paid Steele to gather intelligence on Clinton’s Republican rival. In the end, the FBI did not pay Steele, the Post reported, after the dossier “became the subject of news stories, congressional inquiries and presidential denials.” It is not clear whether Steele worked under agreement with the FBI for any period of time before the payment deal fell through.

“The idea that the FBI and associates of the Clinton campaign would pay Mr. Steele to investigate the Republican nominee for president in the run-up to the election raises further questions about the FBI’s independence from politics, as well as the Obama administration’s use of law enforcement and intelligence agencies for political ends,” Grassley wrote in a letter to Comey dated March 28.

Grassley demanded the FBI turn over all its records relating to Steele and the dossier, in addition to “all FBI policies, procedures, and guidelines applicable when the FBI seeks to fund an investigator associated with a political opposition research firm connected to a political candidate, or with any outside entity.”

But the most noteworthy thing about Grassley’s letter is its focus on McCabe. Grassley noted that McCabe is already under investigation by the FBI’s inspector general for playing a top role in the Hillary Clinton email investigation even though McCabe’s wife accepted nearly $700,000 in political donations arranged by a close Clinton friend, Virginia Gov. Terry McAuliffe, for her run for state senate in Virginia.

“While Mr. McCabe recused himself from public corruption cases in Virginia…he failed to recuse himself from the Clinton email investigation,” Grassley wrote, “despite the appearance of a conflict created by his wife’s campaign accepting $700,000 from a close Clinton associate during the investigation.”

Now, Grassley wrote, there could be a problem with McCabe’s participation in the Trump-Russia probe. If McCabe had a conflict being too close to Clinton, how could he then investigate Trump? A key passage from Grassley’s letter:

Mr. McCabe’s appearance of a partisan conflict of interest relating to Clinton associates only magnifies the importance of those questions. That is particularly true if Mr. McCabe was involved in approving or establishing the FBI’s reported arrangement with Mr. Steele, or if Mr. McCabe vouched for or otherwise relied on the politically-funded dossier in the course of the investigation. Simply put, the American people should know if the FBI’s second-in-command relied on Democrat-funded opposition research to justify an investigation of the Republican presidential campaign.

Grassley followed with a dozen questions, all targeted at McCabe. Has McCabe been involved “in any capacity” in investigating alleged collusion between TrumpWorld and Russia? Has McCabe been involved in surveillance or intercepts of any sort in the case? Has McCabe “made any representations to prosecutors or judges” regarding the Steele dossier? Has McCabe had any interactions with Steele himself? Did McCabe brief anyone in the Obama administration on the Trump-Russia investigation? Was McCabe ever authorized by the FBI to speak to the media about the case? Did he ever do so without authorization? Has anyone in the FBI raised questions about McCabe’s possible Clinton-Trump conflict of interest? Has any complaint been filed about it? Has anyone at the FBI recommended or requested that McCabe recuse himself from the Russia-Trump investigation?

The March 28 letter is the second Grassley has sent to FBI Director Comey regarding the Trump dossier. Grassley’s first letter, on March 6, demanded that the FBI turn over extensive documentation and answer questions about how the bureau came to agree to pay for Steele’s services in the midst of a presidential campaign. So far, Grassley has not received the material he seeks.

Look for the chairman to keep pushing. Grassley, a longtime champion of inspectors general in the federal departments, can be a tenacious opponent. Armed with majority control of the Senate Judiciary Committee, he’s not likely to give up.
